Firstly because it would definitely ruin relations between Russians and Ukrainians, whereas the personal and family ties between the two peoples are real, and for Russia, for Putin, Russians and Ukrainians are brothers. Russia would become the occupier, the one against whom we are fighting: it would be the beginning of an endless guerrilla war. Then, Putin repeats tirelessly that he does not want to invade Ukraine. If he did, it would totally discredit him, but he wants to have the posture of someone who tells the truth in front of the American who lies.
